As the Journal <a href=\"http:\/\/online.wsj.com\/article\/SB123629796624746265.html\" target=\"_blank\">reports<\/a>, Utah&rsquo;s Larry Powell has extracted &ldquo;better fees&rdquo; from 10 of the 40 hedge funds in which Utah has a direct investment.
