Markets on Monday shrugged at <a href=\"https:\/\/www.cnbc.com\/2023\/11\/10\/moodys-cuts-usa-outlook-to-negative-citing-higher-interest-rates-and-deficits.html\">a warning Friday from Moody\u2019s Investor\u2019s Service<\/a> that it was lowering its ratings outlook on Treasurys.
